  • How To Deal With Cases Under Section 302 of The Penal Code, 31st March - 1st April 2017

    The course 'How to Deal with Cases Under Section 302 of the Penal Code' was held in the Palace of Justice, Putrajaya at 31 March - 1 April 2017 (Friday and Saturday).

    A total of 16 participants attended the course, which consists of 7 Judges of the High Court and 9 Judicial Commissioners. Facilitators were facilitating the course is The Right Honourable Tan Sri Ahmad bin Haji Maarop, Chief Judge of the High Court of in Malaya, The Honourable Tan Sri Azahar bin Mohamed, Federal Court Judge and The Honourable Dato 'Setia Mohd Zawawi bin Salleh, Court of Appeal Judge.

    The course was divided into two sessions. In the first session, 13 participants have presented discussion topics as defined by the facilitators related to cases under the Penal Code [Act 574] and some provisions of the law applicable such as Evidence Act 1950 [Act 56]. Time given for presentation is 10-minutes followed by a discussion by participants for 15 minutes.

    The second session was a discussion of the judgment writing of a criminal trial in connection with the provision of section 302 of the Penal Code provided by the facilitator. Participants were selected to make a recognition to the cases which were discussed for 5 minutes, followed by 15 minutes of discussion.

  • Induction Programme For Judicial Commissioners, 20-27 March 2017

    The Course "Induction Program for Judicial Commissioners" were held 20-27 March 2017 at the Office of the Secretary of the Judicial Appointments Commission, Palace of Justice, Putrajaya. This course aims to expose the new Judicial Commissioners appointed on the job scope and best practices to be followed in carrying out its duties and responsibilities.

    A total of 14 Judicial Commissioners have followed this course. A total of 19 topics were be delivered by senior judges consisted of the President of the Court of Appeal, Chief Judge of The High Court in Malaya, Federal Court Judge and Judge of the Court of Appeal.

    Among the topics of the lectures are Judge Craft: The Making of a Good Judge, Pending Hearing and Sitting in Judgment; Case Management; How to Read Statute; Judgment Writing: The Important of Language; Practical Approach to Judgment Writing; Dealing with Conflict and Unexpected Contentious Situation; When to Recuse; Assessing the Credibility and Reliability of Evidence; Adjudicating Trafficking of Drug Cases Under Section 39B of the Dangerous Drugs Act 1952; Adjudicating Cases Under Section 302 of the Penal Code; Criminal Law: Evidence and Procedure; An Overview to Court-Annexed Mediation; Salient Features of the Rules of Court 2012; e-Court System; and Salary, Allowances and Benefits for Judges.

  • Judge Craft and Judgment Writing, 19 - 21 Februari 2016

    Kursus “Judge Craft and Judgment Writing” telah  diadakan  pada 19 - 21 Februari 2016 di Putrajaya.

    Seramai 16 peserta yang terdiri daripada 4 Hakim Mahkamah Tinggi dan 12 Pesuruhjaya Kehakiman telah menghadiri kursus ini. Kursus 3 hari ini dikendalikan oleh 5 orang fasilitator yang berpengalaman iaitu YAA Tan Sri Md Raus bin Sharif, Presiden Mahkamah Rayuan, YA Dato’ Azahar bin Mohamed, Hakim Mahkamah Persekutuan, YA Datuk Zaharah binti Ibrahim, Hakim Mahkamah Persekutuan, YA Dato’ Balia Yusof bin Haji Wahi, Hakim Mahkamah Rayuan dan YA Dato’ Wira Aziah binti Ali, Hakim Mahkamah Rayuan.

    Kursus ini telah dibahagikan kepada 2 tajuk utama iaitu Judge Craft dan Judgment Writing. Di bawah tajuk Judge Craft, peserta telah didedahkan dengan 7 senario melalui tayangan video bertajuk “Judge in Jeans: The Business of Judging”  yang berkait dengan pelbagai isu kehakiman dan ia disusuli dengan perbincangan.

    Peserta kemudian dibahagikan kepada 3 kumpulan dan setiap kumpulan dikehendaki membentang tajuk perbincangan sebagaimana ditentukan oleh fasilitator dan kemudian disusuli dengan perbincangan. Tajuk-tajuk perbincangan tersebut adalah seperti berikut:

    (i) 
    The Making of a Good Judge ; 
    (ii) 
    Pending Hearing; dan
    (iii) Sitting in Judgment

    Di bawah tajuk Judgment Writing pula, peserta dibahagikan kepada 4 kumpulan bengkel untuk membincangkan alasan penghakiman sebenar yang telah dikenalpasti oleh fasilitator. Setiap kumpulan kemudiannya membentangkan hasil perbincangan bengkel tersebut diakhir kursus.

  • Judgment Writing, 19 - 20 May 2017

    The 'Judgment Writing’ course was held on 19-20 May 2017 at the Palace of Justice, Putrajaya. This is a new module of the inaugural through a different approach to the 'Judge Craft and Judgment Writing' course which was held previously. This course is the fifth organized by the Judicial Academy in 2017 after the courses 'Induction Programme for Judicial Commissioners' on 20-27 March 2017, ‘How to Deal with Cases Under Section 302 of the Penal Code' on 31 March-1 April 2017, 'Damages' on 7-8 April 2017 and 'Case Management in Civil Cases' on 12-13 May 2017.

    This course is intended to assist participants to develop and enhance their judicial skills and techniques in relation to judgment writing. Facilitators of the course consists of 4 Federal Court Judges namely The Honourable Tan Sri Zaharah binti Ibrahim, The Honourable Dato’ 'Balia Yusof bin Haji Wahi, The Honourable Dato' Wira Aziah binti Ali and The Honourable Tan Sri Jeffrey Tan Kok Wha. The course also was attended by The Right Honourable Tan Sri Dato' Seri Md Raus bin Sharif, Chief Justice, The Right Honourable Tan Sri Datuk Wira Ahmad bin Haji Maarop, Chief Judge of the High Court in Malaya and The Honorable Tan Sri Azahar Mohamed, the Federal Court Judge as Chairman of the Training Committee, Judicial Academy.

    A total number of 23 participants attended the course which consists of 18 High Court Judges and 5 Judicial Commissioners.

    The course consists of lectures from the facilitators, the case studies and workshops on quality judgment writing. The topics of lectures that have been delivered are 'Judgment Writing: Importance of Language', 'The Structure of the Judgment’ and ‘The Art of Writing Judgment'.

  • Judgment Writing, 19 - 20 Mei 2017

    Kursus ’Judgment Writing’ telah diadakan pada 19-20 Mei 2017 di Istana Kehakiman, Putrajaya. Ini merupakan modul baharu yang julung kali diadakan melalui pendekatan yang berbeza dengan kursus ‘Judge Craft and Judgment Writing’ yang telah diadakan sebelum ini. Kursus ini merupakan kursus kelima yang dianjurkan oleh Akademi Kehakiman tahun 2017 selepas kursus-kursus ‘Induction Programme for Judicial Commissioners’ pada 20-27 Mac 2017, ‘How to Deal with Cases Under Section 302 of the Penal Code’ pada 31 Mac-1 April 2017, ‘Damages’ pada 7-8 April 2017 dan ‘Case Management in Civil Cases’ pada 12-13 Mei 2017.

    Kursus ini diadakan adalah bertujuan untuk membantu peserta kursus mengembangkan dan meningkatkan kemahiran kehakiman dan teknik-teknik yang berkaitan dengan penulisan alasan penghakiman. Fasilitator-fasilitator kursus terdiri daripada 4 orang Hakim Mahkamah Persekutuan iaitu YA Tan Sri Zaharah binti Ibrahim, YA Dato’ Balia Yusof bin Haji Wahi, YA Dato’ Wira Aziah binti Ali dan YA Tan Sri Jeffrey Tan Kok Wha. Kursus ini turut dihadiri YAA Tan Sri Dato’ Seri Md Raus bin Sharif, Ketua Hakim Negara, YAA Tan Sri Datuk Wira Ahmad bin Haji Maarop, Hakim Besar Malaya dan YA Tan Sri Azahar bin Mohamed, Hakim Mahkamah Persekutuan selaku Pengerusi Jawatankuasa Latihan, Akademi Kehakiman.

    Seramai 23 orang peserta telah menghadiri kursus ini yang terdiri daripada 18 orang Hakim Mahkamah Tinggi dan 5 orang Pesuruhjaya Kehakiman.

    Kursus ini mengandungi ceramah-ceramah daripada fasilitator-fasilitator, kajian kes dan bengkel penulisan alasan penghakiman yang berkualiti. Tajuk-tajuk ceramah yang telah disampaikan adalah ‘Judgment Writing: Importance of Language’, ‘The Structure of the Judgment’ dan ‘The Art of Writing Judgment’.

  • Meeting and Visit by Members of The Judicial Appointments Commission at Kota Kinabalu Courts, Sabah 9 October 2017

    In conjunction with the Judicial Appointments Commission’s Meeting held on October 9, 2017, the members of the Commission paid a courtesy visit on His Excellency Yang di-Pertua Negeri Sabah at the State Palace, Kota Kinabalu. Sabah. His Excellency was briefed by the Rt. Hon. Tun Raus Sharif as the Chairman of the Commission on the performances and achievements of the Judiciary as well as the improvements of the institution.

    The program is followed by the monthly Meeting of the Judicial Appointments Commission at the Kota Kinabalu, High Court. The Commissioners were briefed on the disposal of civil and criminal cases in the High Court as well as in the Session and Magistrate Court respectively.

    After the briefing, the members of the Commission visited the new Kota Kinabalu Courts Complex and were briefed on the progress of the construction which was expected to complete in 2018.

  • Mesyuarat Dan Lawatan Anggota Suruhanjaya Pelantikan Kehakiman Di Mahkamah Kota Kinabalu, Sabah 9 Oktober 2017

    Bersempena dengan Mesyuarat Suruhanjaya Pelantikan Kehakiman yang diadakan pada 9 Oktober 2017, Anggota-anggota Suruhanjaya telah mengadakan Kunjungan Hormat kepada Tuan Yang Terutama Yang di-Pertua Negeri Sabah bertempat di Istana Negeri, Kota Kinabalu, Sabah. YAA Tun Raus Sharif selaku Pengerusi Suruhanjaya Pelantikan Kehakiman telah memberi taklimat mengenai prestasi dan pencapaian Badan Kehakiman serta penambahbaikan yang telah dilakukan ke atas badan tersebut.

    Program ini kemudiannya telah disusuli dengan Mesyuarat Suruhanjaya Pelantikan Kehakiman yang diadakan di Mahkamah Tinggi Kota Kinabalu. Di samping mesyuarat, Anggota-anggota Suruhanjaya telah diberi taklimat dan penerangan mengenai statistik penyelesaian kes-kes sivil dan jenayah di Mahkamah Tinggi, Mahkamah Sesyen dan Mahkamah Majistret di Negeri Sabah.

    Selepas sesi taklimat, Anggota Suruhanjaya telah melawat dan diberi taklimat mengenai tahap kemajuan pembinaan Kompleks Mahkamah Kota Kinabalu yang baharu yang dijangka siap dibina pada tahun 2018.

  • Program 1 Hari Ketua Hakim Negara Bersama Hakim Mahkamah Tinggi/Pesuruhjaya Kehakiman Mahkamah Tinggi Shah Alam - April

    Pada hari Sabtu, 15 April 2017 telah diadakan Program 1 Hari Ketua Hakim Negara bersama Hakim Mahkamah Tinggi/Pesuruhjaya Kehakiman Mahkamah Tinggi Shah Alam bertempat di Dewan Bankuet, Istana Kehakiman, Putrajaya. Program ini diadakan bagi membolehkan YAA Tan Sri Dato’ Seri Md Raus bin Sharif Kursus, Ketua Hakim Negara memantau Laporan Prestasi Hakim dan Pesuruhjaya Kehakiman di Mahkamah Tinggi Shah Alam serta menyampaikan amanat beliau.

    Pembentangan pencapaian Mahkamah Tinggi Shah Alam oleh Hakim-Hakim Pengurus telah dibahagikan kepada dua bahagian iaitu Bahagian Sivil dan Bahagian Jenayah. YA Tan Sri Datuk Ramly bin Haji Ali, Hakim Mahkamah Persekutuan telah membentangkan pencapaian Bahagian Sivil sementara YA Dato’ Rohana binti Yusuf, Hakim Mahkamah Rayuan telah membentangkan pencapaian Bahagian Jenayah.

    Seramai 13 orang Hakim Mahkamah Tinggi dan 7 orang Pesuruhjaya Kehakiman daripada Mahkamah Tinggi Shah Alam telah menghadiri program ini bagi mendapatkan maklum balas mengenai pencapaian prestasi masing-masing. YAA Tan Sri Dato’ Seri Md Raus bin Sharif Kursus, Ketua Hakim Negara telah mengarahkan pemantauan berterusan dilakukan bagi meningkatkan prestasi khususnya dalam menyelesaikan kes-kes pra tahun 2016.

  • Program Induksi Pesuruhjaya Kehakiman, 20 - 27 Mac 2017

    Kursus “Induction Programme for Judicial Commissioners” telah diadakan pada 20-27 Mac 2017 di Pejabat Setiausaha, Suruhanjaya Pelantikan Kehakiman, Istana Kehakiman, Putrajaya. Kursus ini diadakan bertujuan untuk mendedahkan kepada Pesuruhjaya-Pesuruhjaya Kehakiman yang baharu dilantik kepada bidang tugas dan amalan-amalan terbaik (best practice) yang perlu diikuti semasa melaksanakan tugas dan tanggungjawab tersebut.

    Seramai 14 orang Pesuruhjaya Kehakiman telah mengikuti kursus ini. Sebanyak 19 tajuk ceramah telah disampaikan oleh hakim-hakim kanan yang terdiri daripada Presiden Mahkamah Rayuan, Hakim Besar Malaya, Hakim Mahkamah Persekutuan dan Hakim Mahkamah Rayuan.

    Sesi perkembangan Teknologi (Technology Update) ini telah diadakan pada 5hb Januari 2017, Khamis yang disampaikan oleh KS Network.

    Sesi taklimat ini juga telah dihadiri oleh 9 orang pegawai termasuklah Timbalan Setiausaha dan Ketua Penolong Setiausaha (Penyelidikan). Taklimat ini telah memberi pendedahan kepada pegawai tentang fault tolerantdan infrastruktur yang menyokong fault tolerant.

  • The 1-Day Chief Justice Program With High Court Judge/Judicial Commissioner Of Shah Alam High Court, 15th December 2017

    On Friday, 15th December 2017, “The Chief Justice Program with the High Court Judge/Judicial Commissioner of Shah Alam High Court” was held at the Chief Justice Meeting Room, Palace of Justice, Putrajaya. The program was organized to allow The Right Honourable Tun Raus Sharif, the Chief Justice to monitor the performance report of the Judge and Judicial Commissioner in the Shah Alam High Court.

    Presentation of achievement of Shah Alam High Court by Managing Judges was divided into Civil and Criminal divisions. The Honourable Tan Sri Datuk Ramly bin Haji Ali, Federal Court Judge and The Honourable Dato' Rohana binti Yusuf, Court of Appeal Judge had presented the achievement of former and latter divisions, respectively.

    A total number of 11 High Court Judges and 7 Judicial Commissioners of Shah Alam High Court had attended the program to receive feedback on their performances. The Right Honourable Tun Raus Sharif had ordered a continuous monitoring of the performance improvement in 2018. The program which began at 3.00 pm ended at 5.20 pm.

  • The Chief Justice 1 Day Programme with High Court Judge/Judicial Commissioner of Shah Alam High Court - April

    On Saturday, 15th April 2017, the 1-Day Chief Justice Program was held with the High Court Judge/Judicial Commissioner of Shah Alam High Court at the Banquet Hall, Palace of Justice, Putrajaya. The program was organized to allow The Right Honourable Tan Sri Dato’ Seri Md Raus bin Sharif, the Chief Justice to monitor the performance report of the Judge and Judicial Commissioner in the Shah Alam High Court as well as to convey his mandate.

    Presentation of Shah Alam High Court achievement by Managing Judges was divided into two parts, which were Civil and Criminal divisions. The Honourable Tan Sri Datuk Ramly bin Haji Ali, Federal Court Judge presented the Civil division achievement while The Honourable Dato' Rohana binti Yusuf, Court of Appeal Judge presented the Crime division achievement.

    A total number of 13 High Court Judges and 7 Judicial Commissioners of Shah Alam High Court attended the program in order to get feedback on their performances. The Right Honourable Tan Sri Dato’ Seri Md Raus bin Sharif, the Chief Justice had ordered a continuous monitoring of the performance improvement  especially in resolving the pre-2016 cases.
