  • "How to Read Statute" Course 5 April 2019

    The “How to Read Statute” course was held on 5th April 2019 (Friday) at the Conference Hall of Palace of Justice, Putrajaya. The course objective was to enhance skill of statute reading among the Superior Court Judges. This half-day programme involved lecture which were delivered by The Honourable Datuk Nor Bee binti Ariffin, the Court of Appeal Judge. The speaker and participants had a question-and-answer session after the lecture session.

    A total of 42 participants consisted of 11 Court of Appeal Judges and 31 High Court Judges had attended the programme. The Right Honourable Tan Sri Zaharah binti Ibrahim, Chief Judge of the High Court in Malaya; and The Honourable Tan Sri Idrus bin Harun, Federal Court Judge were also present.

  • Appellate Judgment Writing 21 Mac 2019

    Kursus “Appellate Judgment Writing” telah diadakan pada 21 Mac 2019 (Khamis) di Dewan Persidangan, Istana Kehakiman, Putrajaya. Objektif program ini ialah untuk meningkatkan kemahiran penulisan penghakiman rayuan di kalangan Hakim-Hakim Mahkamah Atasan di Malaysia. Program separuh hari ini terbahagi kepada 2 sesi. Sesi pertama ialah ceramah bertajuk “Civil Appeal Judgment” yang disampaikan oleh YA Justice Judith Prakash, Hakim Mahkamah Rayuan Singapura; dan YA Datuk Nallini Pathmanathan, Hakim Mahkamah Persekutuan Malaysia. Sesi kedua yang bertajuk “Criminal Appeal Judgment” telah disampaikan oleh YA Justice Chao Hick Tin, Hakim Kanan di Mahkamah Rayuan Singapura; dan YA Tan Sri Idrus bin Harun, Hakim Mahkamah Persekutuan Malaysia. Sesi Soal Jawab juga telah diadakan selepas kedua-dua ceramah tersebut berakhir.

    Seramai 16 orang peserta yang kesemuanya terdiri daripada Hakim-Hakim Mahkamah Rayuan telah menghadiri program ini. Program ini turut dihadiri oleh YAA Tan Sri Datuk Seri Panglima Richard Malanjum, Ketua Hakim Negara; YAA Tan Sri Zaharah binti Ibrahim, Hakim Besar Malaya; dan YAA Datuk Seri Panglima David Wong Dak Wah, Hakim Besar Sabah dan Sarawak.

  • Appellate Judgment Writing 21 March 2019

    The “Appellate Judgement Writing” was held on 21 March 2019 (Thursday) at the Conference Hall, Palace of Justice, Putrajaya. The objective of the course is to enhance appellate judgment writing skills among Superior Court Judges in Malaysia. This half-day programme is divided into 2 sessions. The first session entitled “Civil Appeal Judgement” was delivered by The Honourable Justice Judith Prakash, Judge of the Singapore Court of Appeal; and The Honourable Datuk Nallini Pathmanathan, Federal Court Judge, Malaysia. The second session entitled “Criminal Appeal Judgement” was delivered by The Honourable Justice Chao Hick Tin, Senior Judge in the Singapore Court of Appeal; and The Honourable Tan Sri Idrus bin Harun, Federal Court Judge, Malaysia.

    A total of 16 Court of Appeal Judges had attended the course. The Right Honourable Tan Sri Datuk Seri Panglima Richard Malanjum, Chief Justice, Malaysia; The Right Honourable Tan Sri Zaharah binti Ibrahim, Chief Judge of the High Court in Malaya; and The Right Honourable Datuk Seri Panglima David Wong Dak Wah, Chief Judge of the High Court in Sabah and Sarawak were also present.

  • Criminal Law: Evidence and Procedure 5-6 Julai 2019

    Kursus “Criminal Law: Evidence and Procedure” telah diadakan pada 5-6 Julai 2019 (Jumaat-Sabtu) di Zenith Hotel, Putrajaya. Objektif kursus ini adalah untuk menyediakan para Hakim dan Pesuruhjaya Kehakiman dengan pemahaman menyeluruh aspek tertentu berkaitan bukti dan prosedur jenayah.

    Seramai 19 orang peserta telah menghadiri kursus ini yang terdiri 6 orang Hakim Mahkamah Tinggi dan 13 orang Pesuruhjaya Kehakiman. Barisan fasilitator kursus ini terdiri daripada YAA Tan Sri Dato’ Sri Ahmad bin Haji Maarop, Presiden Mahkamah Rayuan; YA Tan Sri Dato’ Sri Azahar bin Mohamed, Hakim Mahkamah Persekutuan yang juga merupakan Pengerusi Jawatankuasa Latihan, Akademi Kehakiman; dan YA Dato’ Abdul Rahman bin Sebli; Hakim Mahkamah Rayuan. Kursus ini juga telah dihadiri oleh YAA Dato’ Tengku Maimun binti Tuan Mat, Ketua Hakim Negara.

    Pelaksanaan kursus ini telah dibahagikan kepada 3 sesi. Sesi 1 kursus pada hari pertama telah dimulakan dengan pembentangan dan perbincangan pelbagai tugasan topik berkaitan kursus ini yang disampaikan oleh peserta-peserta yang terdiri daripada 8 orang Hakim Mahkamah Tinggi dan 4 orang Pesuruhjaya Kehakiman. Kemudian Sesi 2 telah diteruskan dengan perbincangan kumpulan bagi tugasan kajian kes. Para peserta telah dibahagikan kepada empat kumpulan dengan keahlian seramai lima atau enam orang setiap kumpulan. Setiap kumpulan telah diberikan dengan dua kajian kes untuk tujuan perbincangan dan diminta untuk membentangkan dapatan hasil perbincangan masing-masing pada Sesi 3 yang telah diadakan pada hari kedua. Perbincangan antara para peserta dan barisan fasilitator susulan daripada hasil pembentangan tersebut telah dilakukan bagi memberikan kefahaman yang menyeluruh. Kursus ini telah menerima maklum balas yang baik daripada para peserta dan juga fasilitator.

  • Criminal Law: Evidence and Procedure 5-6 July 2019

    Criminal Law: Evidence and Procedure” Course was held on 5-6 July 2019 (Friday-Saturday) at the Zenith Hotel, Putrajaya. The objective of this course is to provide Judges/Judicial Commissioners with a comprehensive understanding of certain aspects of the law of Criminal Evidence and Procedure.

    A total of 19 participants attended this course consisting of 6 High Court Judges and 13 Judicial Commissioners. The facilitators of this course are The Right Honourable Tan Sri Dato’ Sri Ahmad bin Haji Maarop, President of the Court of Appeal; The Honourable Tan Sri Dato’ Sri Azahar bin Mohamed, Federal Court Judge and Chairman of the Training Committee, Judicial Academy; and The Honourable Dato’ Abdul Rahman bin Sebli; Judge of the Court of Appeal. This course was also attended by The Right Honourable Dato’ Tengku Maimun binti Tuan Mat, Chief Justice.

    This course was divided into 3 sessions. The first session on the first day began with the presentation on assigned topics and discussion related to this course that were presented by participants from 6 High Court Judges and 6 Judicial Commissioners. The second session was continued with group discussion on assigned case studies. Participants were divided into four groups of four or five members in each group. Each group was assigned with two case study for discussion and presented their findings in the third session in the second day. Discussions between participants and facilitators were also held after the presentation to provide a comprehensive understanding. This course has received good feedback from participants as well as facilitators.

  • Induction Programme for Judicial Commissioners 25 - 28 November 2019

    “Induction Programme for Judicial Commissioners” was held on 25th-28th November 2019 (Monday-Thursday) at the Secretary’s Office, Judicial Appointments Commission, Palace of Justice, Putrajaya. The objective of this programme is to expose the participants the scope and areas of work and best practices that must be followed when fulfilling their duties and responsibilities as Judicial Commissioners.

    This course was conducted in the form of lectures with a total of 16 topics presented by senior judges namely “Practical Approach to Judgment Writing and Importance of Language”; “Salient Features of the Rules of Court 2012”; “When to Recuse”; “Committal Proceedings”; “Adjudicating Cases and Reduction of Charges under Section 302 of the Penal Code”; “Dealings with Conflict and Unexpected Contentious Situations”; “Case Management in Civil and Criminal Cases”; “Adjudicating Cases under Security Offences (Special Measures) Act 2012 (SOSMA)”; “Assessing the Credibility and Reliability of Evidence”; “Criminal Law: Evidence and Procedure”; “Judge Craft”; “E-Court System and Practical”; “Adjudicating Trafficking of Drugs Cases under Section 39B of the Dangerous Drugs Act 1952”; “How to Read Statutes”; “Business of Judging: Practical Workshop”; dan “Salary, Allowance and Benefits for Judges”.

  • Law Reform and the Judiciary 1 November 2019

    Seminar “Law Reform and the Judiciary” telah diadakan pada 1 November 2019 (Jumaat) di Dewan Persidangan, Istana Kehakiman, Putrajaya. Objektif program ini adalah untuk membiasakan para hakim dan pegawai undang-undang tentang reformasi undang-undang dan peranan badan kehakiman dalam reformasi undang-undang. Ceramah tersebut telah disampaikan oleh The Right Honourable Lord Justice Nicholas Green, Hakim Mahkamah Rayuan England dan Wales yang juga merupakan Pengerusi Suruhanjaya Undang-Undang, United Kingdom; dan The Right Honourable Lord Justice Malcolm John David Wallis, Hakim Mahkamah Tertinggi Rayuan di Afrika Selatan.

    Seramai 88 orang peserta yang terdiri daripada 2 orang Hakim Mahkamah Persekutuan, 16 orang Hakim Mahkamah Rayuan, 25 orang Hakim Mahkamah Tinggi, 5 orang Pesuruhjaya Kehakiman serta 40 orang Pegawai Kehakiman dan Perundangan telah menghadiri seminar ini. Program ini turut dihadiri oleh YAA Tan Sri Tengku Maimun binti Tuan Mat, Ketua Hakim Negara.

  • Law Reform and the Judiciary 1 November 2019

    The “Law Reform and the Judiciary” Seminar was held on 1st November 2019 (Friday) at the Conference Hall, Palace of Justice, Putrajaya. The course objective was to familiarize judges and law officers on law reform and the role of the judiciary in law reform. The lecture was delivered by The Right Honourable Lord Justice Nicholas Green, Judge of the Court of Appeal of England and Wales who is also the Chair of the United Kingdom Law Commission; and The Right Honourable Lord Justice Malcolm John David Wallis, Judge of the Supreme Court of Appeal of South Africa.

    A total of 88 participants comprising 2 Federal Court Judges, 16 Court of Appeal Judges, 25 High Court Judges, 5 Judicial Commissioners and 40 Judicial and Legal Officers attended the lecture. The Right Honourable Tan Sri Tengku Maimun binti Tuan Mat, Chief Justice of Federal Court, Malaysia was also present.
