  • Appointed New JAC Member 2017, 17 April 2017

    The following persons appointed as commissioners of the Judicial Appointments Commission in accordance with subsection 5(1)(f) of the Judicial Appointments Commission Act 2009 (Act 695) effective 17 April 2017. The four appointed are :-

    1.YABhg. Tun Arifin bin Zakaria,former Chief Justice,
    2.YBhg. Dato' Anantham a/l Kasinather, retired Judge of the Court of Appeal,
    3.YBhg. Datu Haji Abdul Razak Tready, retired Sarawak State Attorney General and,
    4.YBhg. Prof. Dr. Choong Yeow Choy, Lecture Faculty of Law, University of Malaya.

    These recent appointments are to replace outgoing commissioners namely,

    1.YBhg. Tan Sri Haidar bin Mohamed Noor,former Chief Judge of Malaya , 
    2.YBhg. Datuk Seri Panglima Sulong Matjeraie, retired Federal Court Judge, 
    3.YBhg. Dato’ Selventhiranathan a/l Thiagarajah, retired judges of the Court of Appeal and,
    4.YBhg. Dato’ Tee Ah Sing @ Tee Boon Hooi, retired judges of the Court of Appeal. , all whose tenure end on the 9 February 2017.

    The Judicial Appointments Commision records its utmost appreciation for the contribution and services of YBhg. Tan Sri Haidar bin Mohamed Noor, YBhg. Tan Sri Datuk Seri Panglima Sulong Matjeraie, YBhg. Dato’ Selventhiranathan a/l Thiagarajah and YBhg. Dato’ Tee Ah Sing @ Tee Boon Hooi over 2 terms, which were from 10 February 2013 till 9 February 2015 and from 10 February 2015 till 9 February 2017.

    YAB Perdana Menteri, Tan Sri Dato’ Hj. Muhyiddin bin Hj. Mohd. Yassin telah bersetuju melantik YBhg. Tan Sri Datuk Suriyadi bin Halim Omar; mantan Hakim Mahkamah Persekutuan, YBhg. Datuk Dr. Prasad Sandosham Abraham; mantan Hakim Mahkamah Persekutuan, YBhg. Datuk Stephen Chung Hian Guan; mantan Hakim Mahkamah Rayuan dan YBhg. Dato’ Prof. Madya Dr. Johan Shamsuddin bin Dato’ Haji Sabaruddin, Dekan Fakulti Undang-Undang, Universiti Malaya sebagai anggota Suruhanjaya Pelantikan Kehakiman mengikut subseksyen 5(1)(f) Akta Suruhanjaya Pelantikan Kehakiman 2009 [Akta 695]. Pelantikan ini adalah bagi tempoh dua (2) tahun berkuat kuasa mulai 4 September 2020 hingga 3 September 2022 bagi menggantikan YBhg. Dato’ Seri Mohd Hishamudin bin Md Yunus, YBhg. Datuk Linton Albert, YBhg. Dato’ Mah Weng Kwai dan YBhg. Prof. Emeritus Datuk Dr. Shad Saleem Faruqi yang telah tamat perkhidmatan mereka pada 3 September 2020.

    Q: When the Judicial Appointments Commission was established?

    A: Judicial Appointments Commission (JAC) was established on February 2, 2009 in conjunction with the effective date of the Judicial Appointments Commission Act 2009 [Act 695].

    Q: What is the function of Judicial Appointments Commission (JAC)?

    A: Function of JAC under Section 21 of the JAC Act 2009 is to:-

    • select suitably qualified persons who merit appointment as judges of the superior court for the Prime Minister’s consideration;
    • receive applications from qualified persons for the selection of judges to the superior court;
    • formulate and implement mechanisms for the selection and appointment of judges of the superior court;
    • review and recommend programmes to the Prime Minister to improve the administration of justice;
    • make other recommendations about the judiciary; and
    • do such other things as it deems fit to enable it to perform its functions effectively or which are incidental to the performance of its functions under the Judicial Appointments Commission Act 2009 [Act 695].

    A: Yes. Judicial Appointments Commission Act 2009 [Act 695] and Federal Constitution.

    Q: Am I among the judicial and legal officers like as legal practitioners can apply for positions as Judicial Commissioner?

    A: Yes. Judicial and legal officers can apply for the post of Judicial Commissioner through a form available on the website of the Judicial Appointments Commission and must be submitted through the Head of Department.

    Q: How legal practitioners as well as legal and judicial officers can apply for the position of Judicial Commissioner?

    A: Legal practitioners can apply for the Judicial Commissioner positions via online at link http://www.jac.gov.my/spk/en/permohonan-pesuruhjaya-kehakiman-2.html . Whereas for legal and judicial officers can be made through the application form available on the JAC website and must be submitted through the Head of Department.

    Q: What is the status of the application for the Judicial Commissioner if did not get any reply within a year?

    A: The applicants can reapply the application if no reply is received within one year from the date of application.

    The Right Honourable Tan Sri Abdul Rahman bin Sebli was born on 25 January 1959 in Sarawak. The Right Honourable Tan Sri obtained his Bachelor of Laws (Hons.) from the University of Malaya in 1983. Upon graduation, The Right Honourable Tan Sri joined the Judicial and Legal Service of Malaysia in December 1983.

    Prior to The Right Honourable Tan Sri elevation to the High Court of Malaya, The Right Honourable Tan Sri had served in various capacities in the Judicial and Legal Departments of the Government of Malaysia. Among the notable posts, The Right Honourable Tan Sri held were Deputy Public Prosecutor to the state of Sarawak, Pahang, Kelantan, Kuala Lumpur, Senior Federal Counsel at the Sarawak State Attorney-General’s Chambers, Sessions Court Judge of Kota Kinabalu and Miri, Legal Advisor to the State of Pahang and Director of Legal Division at the Royal Malaysian Customs Department.

    On 15 September 2008, The Right Honourable Tan Sri was appointed as Judicial Commissioner. On 9 August 2010, The Right Honourable Tan Sri was elevated to the position of a Judge of the High Court of Malaya. The Right Honourable Tan Sri Dato' served at the High Court of Sabah and Sarawak at Kota Kinabalu and also in the High Court of Malaya at Shah Alam and Johor Bahru until The Right Honourable Tan Sri elevation to the Court of Appeal. The Right Honourable Tan Sri was elevated to the Court of Appeal on 12 September 2014.

    On 8 August 2019, The Right Honourable Tan Sri was elevated to the position of a Judge of the Federal Court, and on 17 January 2023, The Right Honourable Tan Sri was appointed as the Chief Judge of Sabah and Sarawak.

    In recognition of The Right Honourable Tan Sri service to the State of Pahang, The Right Honourable Tan Sri has conferred the award of Darjah Indera Mahkota Pahang (D.I.M.P) which carries the honorific title Dato’ by Sultan of Pahang in 2003. The Right Honourable Tan Sri has conferred the award of Darjah Kebesaran Panglima Setia Mahkota (P.S.M) which carries the honorific title Tan Sri by His Majesty the Yang Di-Pertuan Agong in 2023.

    The Right Honourable Tan Sri is married to YBhg. Puan Sri Datin Sarbanun binti Mokhtar is blessed with seven children.

    The Right Honourable Tan Sri Dato’ Mohamad Zabidin Mohd Diah was born on 1st September 1957 in Gurun, Kedah. The Right Honourable Tan Sri Dato’ obtained his LLB degree from the University of Malaya in 1982.

    The Right Honourable Tan Sri Dato’ has had a long career with the Judicial and Legal Services since 1982. The Right Honourable Tan Sri Dato’ has held several positions, amongst them are Magistrate, Butterworth, Penang; Head of State Prosecution for Perlis, Kedah & Penang and State Legal Advisor (Perlis).

    The Right Honourable Tan Sri Dato’ was appointed as a High Court Judge of Malaya in 2004. The Right Honourable Tan Sri Dato’ served the High Court of Kuala Lumpur (2007) and the High Court of Shah Alam (2012).

    On 26th November 2018, The Right Honourable Tan Sri Dato’ was elevated as a Judge, in the Court of Appeal, and on 3rd February 2022, The Right Honourable Tan Sri Dato’ was elevated as a Federal Court Judge.

    The Right Honourable Tan Sri Dato’ was designated by the Right Honourable Chief Justice to exercise the powers and perform the duties of the Chief Judge of Malaya on 7th November 2022. On 17th January 2023, The Right Honourable Tan Sri Dato’ was appointed as the Chief Judge of Malaya.

    The Right Honourable Tan Sri Dato’ was conferred with Pingat Dato’ Setia DiRaja Kedah (D.S.D.K.) in 2006 carrying the title Dato’ and in 2018, Pingat Dato’ Paduka Mahkota Selangor (D.P.M.S.) also carrying the title Dato’. The Right Honourable Tan Sri Dato’ was conferred with Pingat Darjah Kebesaran Panglima Setia Mahkota (P.S.M) which carries the honorific title Tan Sri by His Majesty Yang Di-Pertuan Agong in 2023.

    The Right Honourable Tan Sri Dato’ Amar Abang Iskandar bin Abang Hashim was born on 3 July 1959 in Sibu, Sarawak.

    The Right Honourable Tan Sri's career in the Judicial and Legal Service began on 1 August 1983 when he was appointed as a Magistrate in Miri, Sarawak before being transferred to the Magistrate’s Court of Limbang in the same year and to the Magistrate’s Court of Sibu in the following year.

    From the court, The Right Honourable Tan Sri crossed to Sarawak Legal Aid Bureau in 1989. A year later, The Right Honourable Tan Sri returned to the court as a Session Court Judge, at the Kuala Lumpur Sessions Court.

    The Right Honourable Tan Sri gained vast experience when he had the opportunity to join various government departments in his service. From 1992 until 1994, The Right Honourable Tan Sri was posted as the Legal Advisor of the Fisheries Department, Ministry of Agriculture.

    From 1994 until 2000, The Right Honourable Tan Sri led the General Crime Unit, Prosecution Division, Attorney General’s Chambers, Kuala Lumpur, and the Commercial Crime Unit, Prosecution Division, Attorney General’s Chambers, Putrajaya as the Head of the Unit.

    The Right Honourable Tan Sri was then appointed as the Chairman of the Department of Cooperative Development Malaysia Tribunal, Kuala Lumpur in 2000 and held the post for one year before being seconded to the Central Bank of Malaysia, Kuala Lumpur as the Head of Prosecution Unit/ Deputy Public Prosecutor. Two years later, The Right Honourable Tan Sri returned to the Attorney General’s Chambers, Putrajaya as the Head of the Commercial Crime Unit, Prosecution Division for a period of one year i.e. from the year 2003 until 2004.

    The Right Honourable Tan Sri's journey in the legal profession continued when in the year of 2004, The Right Honourable Tan Sri was seconded to the Malaysia Securities Commission Malaysia, Bukit Kiara, Kuala Lumpur as the Director of the Enforcement Division until the year 2007.

    On 1 March 2007, The Right Honourable Tan Sri was appointed by the DYMM Seri Paduka Baginda Yang di-Pertuan Agong as a Judicial Commissioner. In the same year, The Right Honourable Tan Sri was also appointed as the Chairman of the Appeal Board, Board of Engineers Malaysia, by DYMM Seri Paduka Baginda Yang di-Pertuan Agong.

    The Right Honourable Tan Sri served at the High Court of Shah Alam, Selangor from 1 March 2007 until 31 April 2009 as Judicial Commissioner before being transferred to Kuala Lumpur High Court on 1 May 2009.

    On 14 October 2009, The Right Honourable Tan Sri was appointed by DYMM Seri Paduka Baginda Yang di-Pertuan Agong as a High Court Judge. The Right Honourable Tan Sri continued to serve in the Kuala Lumpur High Court in various divisions until 31 December 2012.

    On 2 January 2013, The Right Honourable Tan Sri was transferred to the Penang High Court. Nine months later, i.e. on 30 September 2013, The Right Honourable Tan Sri was elevated as a Judge of the Court of Appeal, Malaysia.

    The Right Honourable Tan Sri was appointed by DYMM Seri Paduka Baginda Yang di Pertuan Agong as a Federal Court Judge on 26 November 2018 and on 20 February 2020, The Right Honourable Tan Sri was appointed as the Chief Judge of Sabah and Sarawak. On 13 January 2023, The Right Honourable Tan Sri was appointed as the President Court of Appeal.

    To appreciate The Right Honourable Tan Sri's contribution to the Civil Service, The Right Honourable Tan Sri was awarded Pingat Darjah Setia Pangkuan Negeri (DSPN) by Tuan Yang di Pertua of Pulau Pinang on 27 August 2013. The Right Honourable Tan Sri was then conferred with the federal award Panglima Setia Mahkota which carries the title "Tan Sri" on 13 November 2021.

    The Right Honourable Tan Sri Dato’ is married to YBhg. Puan Sri Datin Fadzillah binti Dato’ Kamaruddin and they are blessed with three (3) children.

    The Right Honourable Tun Tengku Maimun binti Tuan Mat was born in Kota Bharu, Kelantan on 2 July 1959. Her Ladyship read law at University of Malaya and graduated with honours in 1982.

    Her Ladyship began her career in the legal field as a Legal Officer at the Southern Kelantan Development Board (KESEDAR) in 1982 and later in 1984, as a Legal Officer at the Municipal Council of Seremban, Negeri Sembilan. Her Ladyship joined the Judicial and Legal Service in 1986 as an Assistant Parliamentary Draftsman, at the Drafting Division of the Attorney-General’s Chambers. Subsequently, Her Ladyship served as a Magistrate at the Port Dickson Court, as a Federal Counsel at the Kuala Terengganu Legal Aid Bureau, as a Senior Assistant Registrar at the High Court at Seremban, as a Deputy Registrar at the High Court of Kuala Lumpur, as a Special Officer to the Right Honourable Chief Judge of Malaya, as a Special Officer to the Right Honourable Chief Justice, as a Judge of the Sessions Court at Kuala Lumpur cum Special Officer to the Right Honourable Chief Justice, and as the Registrar of the High Court of Malaya cum Chief Registrar of the Federal Court of Malaysia. Her Ladyship’s final posting in the Judicial and Legal Service was as the Chief Registrar of the Federal Court of Malaysia from 2005 to 2006.

    On 2 October 2006, Her Ladyship was appointed as a Judicial Commissioner of the High Court of Malaya at Kuala Lumpur. On 5 September 2007, Her Ladyship was elevated as a Judge of the High Court of Malaya at Kuala Lumpur. Her Ladyship also had the experience of serving as a Judge of the High Court of Malaya at Shah Alam, Selangor.

    On 8 January 2013, Her Ladyship was appointed as a Judge of the Court of Appeal. On 26 November 2018, Her Ladyship was appointed as a Judge of the Federal Court. On 2 May 2019, Her Ladyship was appointed as the Chief Justice of Malaysia.

    Her Ladyship was conferred with Darjah Seri Paduka Setia Mahkota Kelantan (SPSK) in 2016 carrying the title Dato’ and in 2006, with Darjah Dato’ Paduka Setia Mahkota Kelantan (DPSK) also carrying the title Dato’. On 13th July 2019, Her Ladyship was conferred with Darjah Utama Pangkuan Negeri carrying the tittle Dato' Seri Utama. On September 10th 2019, Her Ladyship was conferred with Darjah Panglima Mangku Negara carrying the tittle Tan Sri and on August 17th 2020, Her Ladyship was conferred with Darjah Seri Setia Mahkota carrying the tittle Tun.
