The “How to Read Statute” course was held on 5th April 2019 (Friday) at the Conference Hall of Palace of Justice, Putrajaya. The course objective was to enhance skill of statute reading among the Superior Court Judges. This half-day programme involved lecture which were delivered by The Honourable Datuk Nor Bee binti Ariffin, the Court of Appeal Judge. The speaker and participants had a question-and-answer session after the lecture session.

A total of 42 participants consisted of 11 Court of Appeal Judges and 31 High Court Judges had attended the programme. The Right Honourable Tan Sri Zaharah binti Ibrahim, Chief Judge of the High Court in Malaya; and The Honourable Tan Sri Idrus bin Harun, Federal Court Judge were also present.

The Course of “Criminal Law: Evidence and Procedure” was held from 22-23 September 2017 (Friday-Saturday) at the Banquet Hall, Palace of Justice, Putrajaya. This course objective is to provide Judges/Judicial Commissioners with a comprehensive understanding of certain aspects of the law of criminal evidence and procedure.

The course was attended by 23 participants consisting of 14 Judges and 9 Judicial Commissioners. The facilitators for this course were The Right Honorable Tan Sri Datuk Wira Ahmad bin Haji Maarop, Chief Judge of the High Court in Malaya, The Honorable Tan Sri Azahar bin Mohamed, Federal Court Judge who is also the Chairman of the Judicial Academy and The Honorable Dato’ Tengku Maimun binti Tuan Mat, Court of Appeal Judge.

The course was divided into 2 sessions. The first session was an individual presentation session by 10 Judges and 4 Judicial Commissioners on various topics pertaining to “Criminal Law: Evidence and Procedure” with and each presenter was given 10 minutes to present, followed by 15 minutes discussion. In the second session, the participants were divided into 4 groups consisting of 5 to 6 people each group. Each group was assigned with two case studies and was subsequently asked to present the findings at the end of the session and each group was allocated 20 minutes for presentation. An interactive discussion and question-and-answer session led by the facilitators were conducted at the end of each session to enable participants to share their knowledge views and understanding on the topics and case studies that have been presented.

The “Seminar on Land Law: Resolving Competing Claims under Section 340 of the National Land Code” was held on the 3rd March 2018 (Saturday) at the Conference Hall, Palace of Justice, Putrajaya. The objective of this seminar was conducted with the objective is to provide participants with an opportunity to identify current issues, to update themselves on current law and to advance their judicial knowledge in this area of land law.

The talk of first session of the seminar was presented by Datuk Dr. Khaw Lake Tee. The second session of the seminar is a question-and-answer session with moderator moderated by for this session conducted by The Honourable Tan Sri Dato 'Sri Azahar bin Mohamed, Federal Court Judge who is also the Chairman of the Training Committee, Judicial Academy. This session was very stimulating and received encouraging response from participants.

A total of 119 participants were attended this seminar consisting of The Right Honourable Tan Sri Dato’ Seri Zulkefli bin Ahmad Makinudin, President of the Court of Appeal; The Right Honourable Tan Sri Dato’ Sri Ahmad bin Haji Maarop, Chief Justice of Malaya; 5 Federal Court Judges; 21 Judges of the Court of Appeal; 36 High Court Judges; 25 Judicial Commissioners; and 30 judicial officers.

A lecture entitled “Eastminster - Constitution - Making in Malaysia and Commonwealth Asia Following Independence” was held on 11 November 2017 (Saturday) at the Conference Hall, Palace of Justice, Putrajaya. The lecture was delivered by Dr. Harshan Kumarasingham, a historian, politic and constitutional expert. He is a Lecturer in British politics at the University of Edinburgh and Senior Research Fellow at the Institute of Commonwealth Studies, University of London. This talk broadly examined the history of constitution making in Malaysia following independence. The speaker also explored the comparison between the concept of Eastminster and Westminister in the constitution making and its consequences to all of Asia.

A total of 70 participants comprising 8 Federal Court Judges, 20 Court of Appeal Judges, 27 High Court Judges, 12 Judicial Commissioners and 2 Judicial Officers attended the lecture. The Right Honourable Tan Sri Datuk Wira Ahmad bin Haji Maarop, Chief Judge of the High Court in Malaya and The Honourable Tan Sri Azahar bin Mohamed, Federal Court Judge as the Chairman of the Training Committee of the Judicial Academy were also present. The implementation of this program received positive feedback from all participants.

The “Adjudication of Habeas Corpus Cases and Amendment to Dangerous Drugs Act 1952” Course was held on 18 August 2018 (Saturday) at the Conference Hall, Palace of Justice, Putrajaya. The objective of this course is to provide participants with a comprehensive understanding of the law of Habeas Corpus.

A total of 33 participants attended this course consisting of 17 High Court Judges and 16 Judicial Commissioners. This course was also joined by The Right Honourable Tan Sri Dato’ Sri Ahmad bin Haji Maarop, President of the Court of Appeal; The Right Honourable Zaharah binti Ibrahim, Chief Judge of the High Court in Malaya; The Honourable Tan Sri Dato’ Sri Azahar bin Mohamed, Federal Court Judge who is also cum the Chairman of the Training Committee of Malaysian Judicial Academy; and The Honourable Dato’ Setia Haji Mohd Zawawi bin Salleh, Federal Court Judge.

Session 1 of the course began with a talk on "Amendment to Dangerous Drugs Act 1952" by The Right Honourable Tan Sri Dato’ Sri Ahmad bin Haji Maarop and followed by an interactive Q&A session. The second topic titled "Adjucating Habeas Corpus Cases" was presented by  The Honourable Dato’ Setia Haji Mohd Zawawi bin Salleh.  The course continued with Session 2 that is  group discussion on assigned case studies. Participants divided into 7 groups with 4 or 5 members in each group and were assigned with two  case studies to be discussed. Each group presented their findings in Session 3 in the afternoon. Overall, the course received positive feedback from participants.

Kursus “Admissibility of Evidence in a Civil Trial” telah diadakan di Banglo Transit, Presint 10, Putrajaya pada 21-22 April 2012 (Sabtu dan Ahad).

Kursus ini telah dikendalikan oleh 5 orang fasilitator iaitu YA Dato’ Jeffrey Tan Kok Wha, Hakim Mahkamah Persekutuan; YA Datuk Ramly b. Haji Ali,  Hakim Mahkamah Rayuan; YA Puan Nallini Pathmanathan, Hakim Mahkamah Tinggi; YA Dato’ Mohamad Ariff b. Md. Yusof, Hakim Mahkamah Tinggi dan YA Tuan Mah Weng Kwai, Hakim Mahkamah Tinggi. Seramai 10 orang peserta yang terdiri daripada 7 orang Hakim Mahkamah Tinggi dan 3 orang Pesuruhjaya Kehakiman telah menghadiri kursus ini. Mereka yang hadir adalah seperti berikut:

Kursus ini telah dibahagikan kepada 3 sesi. Di sesi pertama, sebanyak 11 tajuk perbincangan telah dibentangkan iaitu oleh YA Tuan Mah Weng Kwai selaku fasilitator dan 10 peserta kursus, kemudian diikuti dengan perbincangan. Tajuk-tajuk perbincangan tersebut adalah:

Pada sesi kedua, peserta di bahagikan kepada 3 kumpulan kecil yang terdiri daripada 3-4 orang peserta untuk membincangkan kajian kes yang ditetapkan dan di sesi ketiga, ketiga-tiga kumpulan yang sama telah diberi kajian kes yang baru dan kemudian menulis Evidential Ruling berdasarkan kajian kes yang diberikan itu.

Judicial Academy had organized the course of “Appeal and Sentencing” on 22nd and 23rd April 2016 in Putrajaya. This was the fourth course organized by the academy in 2016 subsequent to the courses of “Judge Craft and Judgment Writing” between 19th – 21st January 2016, “How to Read Statute” on 19th March 2016 and the “Case Management in Civil Cases” on 26th and 27th March 2016.

A total of 16 participants had attended the course including 11 Judges of the High Court and five Judicial Commissioners. The course was facilitated by YAA Tan Sri Md Raus bin Sharif (President of Court of Appeal), YA Tan Sri Ahmad bin Haji Maarop (Federal Court Judge), YA Dato’ Wira Aziah binti Ali (Federal Court Judge) and YA Tan Sri Idrus bin Harun (Court of Appeal Judge).

The course was divided into two parts, namely as individual assignment presentation by two selected judges and case study. Participants were divided into four groups to carry out the case studies.

Presentations of individual assignment were carried out by YA Dato' Haji Azman bin Abdullah and YA Dato' Sri Mariana binti Haji Yahya regarding following issues:

“It is an established principles that an appellate court should be slow to interfere or disturb with a sentence passed by the court below unless it is manifestly wrong in the sense of being illegal or of being unsuitable to the proved facts and circumstances. And the mere fact that another court might pass a different sentence provides no reason for the appellate court to interfere if the court below applies the correct principles in the assessment of the sentence”.

Discussions were held after each presentation by the two judges.

Each group carried out a case study by examining the record of appeal from lower courts to higher courts. Based on the record of appeal differences between groups, participants were required to make a decision and provide reasons for judgement in their presentation.

The course that lasted for one and a half days was successfully implemented and received excellent ratings from the participants.

The course “Appellate Intervention and Revision” is the fifth course organised by the Judicial Academy this year after other courses such as “Company Law” on 23 & 24 February 2013, “The Construction Industry Payment and Adjudication Act 2012: The Role of the Court” on 15 & 16 March 2013, “How To Deal With Cases Under 39B of The Dangerous Drugs Act 1952” on 20 & 21 April 2013 and “Islamic Finance Workshop Series for Judges: Managing Islamic Banking Cases” on 28 & 29 June 2013.

A total of 14 participants attended this course. They were made up of 11 High Court judges and 3 Judicial Commissioners. The facilitators were The Rt. Hon. Tan Sri Md. Raus bin Sharif, President of the Court of Appeal and The Hon. Datuk Zaharah binti Ibrahim, Judge of the Court of Appeal

This course was divided into 6 sessions. In each session, groups of 4 persons presented their respective topics of dicsussion as pre-determined by the facilitators. The time given for each presentation and ensuing discussion was between 1-2 hours. The topics for each module and group are as follows:

The facilitators ended the course with concluding remarks and an overview of the subject matter.

The Seminar on “Appelatte Judging and Appellate Intervention” was held on 24th  February 2018 (Saturday) at the Banquet Hall, Palace of Justice, Putrajaya. Thise objective of this seminar is aimed atto providing opportunities to thee judges of the Court of Appeal with an opportunity to review and develop their knowledge and skill. In addition, they have the opportunity tocan exchange views and share experiences with The Right Honourable Chief Justice, The Right Honourable President of the Court of Appeal, The Right Honourable Chief Judge of High Court in Malaya and fellow judges on issues of the common interest.

The talk of first session of the seminar was presented by The Right Honourable Tun Raus Sharif, Chief Justice on “Appellate Judging” . Wwhile lectures in the second session was presented by The Right Honourable Tan Sri Dato' Seri Zulkefli bin Ahmad Makinudin, President of the Court of Appeal. Interactive discussion session was held thereafter between among participants and speakers/facilitators consisting of The Right Honourable Chief Justice; The Right Honourable President of the Court of Appeal; The Right Honourable Tan Sri Dato' Sri Ahmad bin Haji Maarop, Chief Justice of Malaya; and The Honourable Tan Sri Dato' Sri Azahar bin Mohamed, Federal Court Judge who is also the Chairman of the Training Committee, Judicial Academy. A total of 23 participants were had attended this seminar which all of them are Judges of the Court of Appeal.

The “Appellate Judgement Writing” was held on 21 March 2019 (Thursday) at the Conference Hall, Palace of Justice, Putrajaya. The objective of the course is to enhance appellate judgment writing skills among Superior Court Judges in Malaysia. This half-day programme is divided into 2 sessions. The first session entitled “Civil Appeal Judgement” was delivered by The Honourable Justice Judith Prakash, Judge of the Singapore Court of Appeal; and The Honourable Datuk Nallini Pathmanathan, Federal Court Judge, Malaysia. The second session entitled “Criminal Appeal Judgement” was delivered by The Honourable Justice Chao Hick Tin, Senior Judge in the Singapore Court of Appeal; and The Honourable Tan Sri Idrus bin Harun, Federal Court Judge, Malaysia.

A total of 16 Court of Appeal Judges had attended the course. The Right Honourable Tan Sri Datuk Seri Panglima Richard Malanjum, Chief Justice, Malaysia; The Right Honourable Tan Sri Zaharah binti Ibrahim, Chief Judge of the High Court in Malaya; and The Right Honourable Datuk Seri Panglima David Wong Dak Wah, Chief Judge of the High Court in Sabah and Sarawak were also present.

The course ‘Case Management in Civil Cases' was held from 12-13 May 2017 at Istana Kehakiman, Putrajaya. The aim of this course was to develop and improve case management skills of the participants.

Facilitators who conducted this course were the Rt. Hon. Tan Sri Dato' Seri Zulkefli bin Ahmad Makinudin, President of the Court of Appeal, the Hon. Tan Sri Azahar bin Mohamed, Federal Court Judge, the Hon. Datuk Vernon Ong Lam Kiat and the Hon. Datuk Hasnah binti Dato' Mohammed Hashim, Court of Appeal Judges. The Rt. Hon. Tan Sri Md Raus bin Sharif, Chief Justice and the Rt. Hon. Tan Sri Datuk Wira Ahmad bin Haji Maarop, Chief Judge of the High Court in Malaya were also present.

The course was attended by 20 participants comprising 3 High Court Judges and 17 Judicial Commissioners.

The course was divided into two sessions. The first session was the group presentation based on topics as determined by the facilitators. Each group consists of 5 members and they were given 45 minutes to present and discuss the assigned topic. The second session was a discussion on case study in which each group was given two cases to be discussed and the results were presented at the end of the session.

The course entitled 'Case Management in Civil Cases' was organized by the Judicial Academy on 26 - 27 March 2016 in Putrajaya. This is the third course organized by the Judicial Academy in 2016 after 'Judge Craft and Judgment Writing' and 'How to Read Statute' which were held on 19-21 January 2016 and 19 March 2016 respectively.

A total of 16 participants attended the course comprising three High Court Judges and 13 Judicial Commissioners. The facilitators who conducted this course were the Rt. Hon. Tan Sri Dato' Seri Zulkefli bin Ahmad Makinudin , Chief Judge of the High Court in Malaya, the Hon. Tan Sri Ahmad bin Haji Maarop, Federal Court Judge and the Hon. Mr. Vernon Ong Lam Kiat, Judge of the Court of Appeal.

 Topics of discussion were as follows:

(i)    Rules of Court 2012, Case Management and Court – Annexed Mediation;

(ii)    Effective Case Management for Writ / Originating Summons and Interlocutory Applications;

(iii)    Effective Case Management for Family Cases, Land Reference and Case under Companies Act 1965; and

(iv)    Effective Case Management for Appeals, Judicial Review and Contencious Probate Proceedings.

The discussions were firstly carried out in groups, followed by an interactive and open discussion.

The participants were also divided into groups and were required to carry out case studies. Each group presented their respective findings which was then followed by discussion.

The "Companies Act 2016: Changing Corporate Landscape" was held on 22 July 2017 (Saturday) at the Conference Hall, Palace of Justice, Putrajaya. This course objective is to provide an overview for judges on the reform of the principal legislation which governs corporate law in Malaysia.

A total of 100 participants consisting 11 Federal Court Judges, 26 Court of Appeal Judges, 45 High Court Judges and 18 Judicial Commissioners were attended the course. The course was also attended by The Right Honourable Tan Sri Dato 'Seri Zulkefli bin Ahmad Makinudin, President of the Court of Appeal, The Right Honourable Tan Sri Datuk Wira Ahmad bin Haji Maarop, Chief Judge of the High Court in Malaya and The Honourable Tan Sri Azahar bin Mohamed, Federal Court Judge cum Chairman of the Judicial Academy.

The First Session of the course was presented by Ms. Nor Azimah binti Abdul Aziz, Chief Executive Officer (Regulatory & Enforcement), Companies Commission of Malaysia on the title "An Overview of the New Companies Act 2016 [Act 777]". Later in the Second Session, she has partnered with Mr. Lee Shih from SKRINE to deliver a speech titled "Strengthening the Corporate Governance: Impact on Directors and Shareholders". The Third Session of the course was presented by Mr. Lee Shih on the title "Reforming the Insolvency Law.

Kursus “Company Law” merupakan kursus yang pertama diadakan di bawah Akademi Kehakiman bagi tahun 2013. Ia telah diadakan pada 23-24 Februari 2013 di Putrajaya. Seramai 15 orang peserta yang terdiri daripada 7 Hakim Mahkamah Tinggi dan 8 Pesuruhjaya Kehakiman telah menghadiri kursus ini.

Kursus ini telah dikendalikan oleh 3 orang hakim fasilitator yang berpengalaman luas dalam bidang Company Law iaitu YA Dato’ Hishamudin b. Md. Yunus, Hakim Mahkamah Rayuan; YA Dato’ Mohamad Ariff b. Md. Yusof, Hakim Mahkamah Rayuan dan YA Puan Nallini Pathmanathan, Hakim Mahkamah Tinggi Kuala Lumpur. 

Kursus ini telah dibahagikan kepada 2 bahagian. Bahagian pertama fasilitator-fasilitator telah membentangkan kertas pengenalan kepada Company Law yang terdapat di United Kingdom dan di Malaysia. Ia kemudian diikuti dengan Bahagian Kedua iaitu pembentangan kertas kerja oleh peserta-peserta mengikut tajuk-tajuk yang telah diberikan terlebih awal oleh fasilitator sebelum mereka datang menghadiri kursus. Setiap pembentangan disusuli dengan perbincangan. Sebanyak 15 tajuk kertas perbincangan telah dibentangkan dalam kursus ini.

The aim of the conference was to look at practical aspects of mediation and the possibility of court assisted mediation as an alternative method of dispute resolution made available to litigants. It is offered by the court as a method to settle civil cases in an informal, voluntary and closed manner without having to go through normal court procedures. This method has been found to reduce disagreements as compared to court proceedings, is more private and confidential, saves time and costs and leaves parties more satisfied with the results.

This conference was held from 27-29 May 2011 in Genting Highland. 28 participants from the Judiciary attended, comprising the following:
